The Transportation Technology Center (TTC), situated northeast of Pueblo, Colorado, is a critical railroad equipment testing, training, and research facility owned by the Federal Railroad Administration (FRA). Initially established in 1971 as the High Speed Ground Test Center (HSGTC) for the Department of Transportation, its primary purpose was to test innovative hovertrain concepts following the High Speed Ground Transportation Act of 1965.

After the completion of these original projects, the site was handed over to the FRA, transforming into its current role as a comprehensive center for general rail research and development. Since October 2022, ENSCO has been responsible for managing the TTC's operations, providing vital services including research, testing, engineering, and training. The Pueblo location was strategically selected in December 1969 for its varied weather conditions and expansive terrain, ideal for developing and testing high-speed rail vehicles reaching speeds of 250 to 300 mph.
