The Pennsylvania Lottery, created by the state's General Assembly in August 1971 and selling its first tickets in March 1972, is the only US lottery that directs all of its proceeds to programs for elderly residents, contributing over $20.1 billion since its start. It consistently exceeds legal payout requirements, returning about 60.9% of revenue as prizes and generating roughly $3 billion in gross revenue during the 2009-2010 fiscal year. The lottery offers several daily draw games, including Pick 2, Pick 3 (formerly the Daily Number), Pick 4 (formerly Big 4), and Pick 5 (formerly Quinto), along with a Wild Ball add-on introduced in 2016. Facing a revenue decline in 2017, Pennsylvania passed a gaming expansion bill that authorized online lottery sales, modernizing its operations under Governor Tom Wolf's budget plan. Henry Kaplan served as its first executive director, overseeing the very first numbers draw on March 15, 1972.
