The Multi-State Lottery Association (MUSL) is a non-profit, government-benefit association owned by 34 U.S. lotteries, best known for operating the massive Powerball game. Founded in December 1987 by seven lotteries, it launched Lotto America in 1988 before introducing Powerball in April 1992, which featured a unique two-drum design suggested by the Oregon Lottery's Steve Caputo. A pivotal 2009 agreement with the Mega Millions consortium allowed cross-selling, meaning by 2010 most U.S. jurisdictions offered both major jackpot games. Beyond Powerball, MUSL runs games like Lotto America and the newly launched Millionaire for Life (2026), and provides services ranging from game design to building a quantum-based random number generator. The association has also retired several games over the years, including Hot Lotto and the Powerball television game shows, while expanding its reach to places like Puerto Rico and the UK.
