The Urban Transportation Development Corporation Ltd. (UTDC) was an Ontario Crown corporation established in the 1970s to innovate in advanced light rail mass transit, specifically targeting suburban areas. It developed the Intermediate Capacity Transit System (ICTS), featuring linear propulsion and driverless controls, designed to serve ridership levels between traditional subways and buses. The groundbreaking ICTS found success in key North American projects, including Toronto's Scarborough RT, the Detroit People Mover, and Vancouver's SkyTrain system.

In the early 1980s, UTDC expanded its capabilities by partnering with Hawker Siddeley Canada to form Can-Car Rail, producing heavy-rail vehicles for the TTC and GO Transit, solidifying its position as a major transit vendor. The corporation was privatized in 1986, acquired by Lavalin of Quebec, but its former factories in Kingston and Thunder Bay continue to produce rapid transit systems today.
